“The Rubio Doctrine”
Something extraordinary happened this week and I had to capture it.
Secretary of State Marco Rubio gave one of the most quietly radical speeches of the year, declaring an end to the U.S.’s decades long habit of routing foreign aid through bloated NGOs. In its place, new thing, a sharp pivot , turning point to direct partnerships with nations like Kenya.
I recognized it immediately this wasn’t just policy. It was doctrine. So I did what I do best: I drew it.
